Handwritten draft of letter to ICS officer K.R. Damle requesting that a plan be drawn up to send N. Parthasarathy, Head of the Division of Botany, to the USA for a short period to observe latest advancements in techniques related to the national problem of wheat rust, and in that trip spend one week at the Dominion Rust Research Laboratory, Canada; letter also mentions Parthasarathy's qualifications.
